A definate step in the right direction. Thumbs up to SERA .
   Hopefully ajoining co-ordinating bodys will move along these lines.
 Nothing more aggravating when "hilltopping" mobile or operating from a high
elevation than to key-up with 5watts and bring up 3 or 4 machines.

  The  icing on the cake when this is implemented will be the ability to enjoy
some good repeater DX when the band is open.
