[KYHAM] DC AREA GOING TO "HIGH" STATE OF ALERT

It was just announced that Tom Ridge will be making a press conference 
at 2 PM EDT concerning the US Capitol (Washington DC) going from YELLOW 
state of readiness to ORANGE.  Aside from NYC which has remained at 
ORANGE since 9/11, the rest of the country at this time will be 
remaining at YELLOW.
