[KYHAM] Field day blues --- the cure

ARRL at headquarters level is doing the main interface with the
federal homeland security people.  The full details of which may
be a while in coming to us all.  

Some of the things that HAVE already begun is the directive from
the ARRL Board to have each section write a "comprehensive"
section emergency plan for amateur communications.  This again is
a very broad statement with no supporting guidance as yet.  While
we have the Ky Emergency Response Reference, how "comprehensive"
it is or is not is open to discussion based on no guideline to go
by.  I was shocked to learn that many sections have never had any
emergency plans at all of any kind!  While ours may need an
overhaul, they certainly have their work cut out for them.  

There is also the matter of the National Traffic System going
under the ARES organization some time in 2004.  Again, details
are not known.  We discussed this at the forum in Louisville on
Sept. 6th and all I can tell you is that we have no plans, I
repeat - NO PLANS, to kill off KTN or any of the CW nets here in
the state.  If a rumor starts that we do, don't believe it until
you hear directly from the Section Manager or me.  How our state
nets will function in the new reorganization, I will not know
until we see if the Transcontinental Corps and the region nets
like D9RN will remain or disband.  John Meyers and I both feel
that there is a valid need to keep state nets in operation
regardless as it makes a foundation for the passage of Emergency,
Priority and Health and Welfare traffic in a major disaster and
if we drop the nets, it would be way to complicated to recreate
them when the need has already been placed upon us by an
earthquake or other major event.  Stay tuned!  Either the SM or
myself will be filling all of you in as we see what is coming
down from upper levels.
