In the Area 13 region we have several counties who are a part of
the Chemical Stockpile Emergency Prerparedness Program or CSEPP.
This is due to the aging chemical weapons awaiting destruction at
the Bluegrass Army Depot or BGAD. These counites are: CLARK,
ESTILL, FAYETTE, GARRARD, JACKSON, LAREUL, MADISON, POWELL and
ROCKCASTLE. While other counites in the state may never have any
direct contact with BGAD or CSEPP, it is still a good idea that
we all know and understand the possible threat and plans just in
the off chance a real activation ever would occur.
Appendix D-5 addresses emergency preparedness for this area.
INCREASED READINESS FOR A BGAD CHEMICAL EMERGENCY
I. SITUATION AND ASSUMPTIONS
A. A major release of chemical agent at BGAD is unlikely, but due
to the scope of the possible effects and the need for large
numbers of response personnel, it must be anticipated in the
planning process that early notification of emergency personnel
will be required.
B. Emergency personnel will be notified and coordinated as
outlined in County CSEPP Implementing Procedures for BGAD
chemical emergencies.
II. MISSION
To provide for the increased readiness to a potential response
for a BGAD chemical emergency.
III. DIRECTION AND CONTROL
A. The Judge / Executive and Mayors are responsible for the
safety and welfare of the citizens of the County and authorize
the County EM Director to act as an advisor and resource manager;
and to activate the County EOC.
B. EM CSEPP Implementing Procedures specify, by BGAD emergency
classification levels (ECLs), the appropriate notifications and
response actions required to respond to an event at the BGAD.
IV. CONCEPT OF OPERATIONS
A. If a chemical agent emergency is declared, the County
Judge/Executive, Mayors, EM Director and the EOC staff will be
notified (by ECL) as outlined in the "Alert and Warning Roster."
This roster is part of the EM staff CSEPP Implementing
Procedures. The County EOC will also be established and staffed
as indicated in these IPs.
B. Protective action decisions to initiate shelter-in-place or
evacuation will be taken based on advice and information from the
State EOC (based on BGAD protective action recommendations).
C. Alert and warning of the citizens will be by appropriate and
available means including: Telephone, EAS, NOAA weather radio,
route alerting, designated persons and/or identified "Congregate
Location" points.
D. Host counties (i.e., Laurel) may be notified by the County EOC
- for possible mutual aid assistance in support of the evacuation
and/or reception of evacuees.
E. Mass Care Shelters will be opened and operated by the County
and American Red Cross in coordination with host facilities.
F. Transportation staging areas, and emergency manpower pools in
each emergency service agency, will be established in
coordination with County emergency services personnel.
G. Schools will suspend normal activities, implement hosting
procedures actions and/or support EM activities, as outlined in
their emergency plans specific to BGAD chemical awareness.
H. Communications used day-to-day will be augmented by EM
equipment and amateur radio resources.

SEC's Note:
Notice the last sentence, "Communications used day-to-day will be
augmented by EM equipment and amateur radio resources.", which is
the main reason I wanted everyone state-wode aware of this. All
possible safety precautions are taken in the BGAD with these
devices daily. However, as a possible resource in a worst case
scenario, eveyone needs a vasic understanding of the plans and
