Take a look at:

The file is a legitimate part of Windows, and is the
Microsoft Debugger Registrar for Java (Jdbgmgr.exe).
It's not essential for most users, although if the person does
development using Microsoft Visual J++ 1.1, then the program is
needed. Fortuately, the above cited web site has instructions
on reinstalling the file.
This incident just goes to prove that you can't trust everything
you read, especially when it comes to virus warnings. Actually,
e-mail notification of virus infections is about as close to
worthless as can be since, if the person who sent you the e-mail
has the virus/worm, then it's probably already sent itself to
you, and you're already infected by the time you read his
warning (either that, or your up-to-date virus scanner has
detected the virus and already destroyed it).
I suppose we can chalk this up to another incident of the
"Amish Virus".

Bad news. This is a hoax...even though you and I both found the file.
It
is harmless...if you leave it alone and DO NOT delete it! I am trying to
find out exactly what happens once you delete it...because I also deleted
it! Will keep you up to date.
