What would you expect to see should orange go to red?
Should Orange go to Red or the highest alert level, I'd anticipate
several things possibly would occur based on the situation at hand...
1) State EOC, through the area offices, would definitely contact all
county EMA's
2) I'd say there is a strong probability that state EOC would contact
me with regard to amateur activation possibilities and likelihood's of
scenarios etc..
3) What I learn that needed forwarding would be handed down to DEC's
and EC's
4) Local EC's would make any needed notifications and update any plans
or procedures with AEC's, NCS's and others on a need to know basis.
5) Should a county or the state feel it important to do so, I would
also anticipate a few skeleton crew call ins to man amateur stations at
EOC's in readiness for operations. Much as we do for approaching weather
systems.
* I would also hope that any amateur who considers themselves involved
in ARES wouild re-inspect their home stations, portable gear, family
disaster plans/supplies and any 'jump kit' they may have as soon as the
media breaks the news that the levels have changed without awaiting any
word from me on KyHam.
A lot would have to do with the expected scenarios and events.
Several factors that may affect the above possibilities come into play
here. The above would be if the criteria were met to go RED and what
the state and local EM's felt were needed based upon info reaching them.
At this point we are all in a learning mode as we attempt to grasp a new
way of life that was unknown to us a year ago. Better safe than sorry!
Some amateurs, even now, still say, " Oh, this is all a game, that state
and local governments will never call on us to act on their behalf."
As a person who is both an amateur of 22 + yrs and a Director of a County
Emergency Management Agency with several years of training and experience,
I say to them, "Don't bet on it!"
