In reality, in many cases likely not.  In others, I am sure it did.

My main objective is to pass the word from on high that the level was
moved up and those who take ARES seriously may actually review their
plans and procedures.  Might even be darn sure that HT is charged up etc.

Me, as SEC for Ky, I make sure of any pre-planning that state level EM
has going on and keep in the loop there. In some Ky communities, I know
that ARES leadership was involved in similar efforts with local EM
agencies.  To the average "Joe Ham" they likely did not see much more
than the notice here the other day.
Had something happened, the leadership was ready to act and coordinate.

In truth, such a notice and even just the approach of the date did likely
cause many to double check themselves and their equipment.  If so,
Bravo!  Like in weather alerts those that will, do and those that don't
could care less.

As SEC for Ky, I try to provide the info to the masses along with
appropriate training material for those who want it.  I can provide it, I
just can't make them use it. That they must do for themselves if they are
so inclined.
