I understand that a representative of the American Radio Relay League,
the national association for amateur radio, will soon be meeting with
your staff to discuss co-sponsorship of H.R. 4720, the "Amateur Radio
Emergency Communications Consistency Act" a bill introduced by Rep.
Steve Israel that would alleviate a growing problem for many federally
licensed amateur radio operators.
The legislation, seeks to insure that amateur radio operators are
available for emergency communications in all sections of the country,
regardless of whether they live in a development such as a retirement
community or townhouse subdivision. As a member of the ARRL, I am very
aware of the growing trend of development communities that prevent
amateur operators from erecting external antenna on their property.
These restrictions ultimately render these amateur radio operators
unable to utilize their licenses, or to serve the public in times of
disaster or distress.
Amateur radio provides a vital public safety communications service to
the public at no cost to taxpayers. I hope you will join Rep. Israel in
co-sponsoring his bill.
I look forward to hearing from you as you consider this important
legislation.
