The KENTUCKY EMERGENCY RESPONSE REFERENCE (KERR) is the
lead guidance document for operations of the Kentucky
Amateur Radio Emergency Service (Ky ARES) within the
Kentucky Section. This is a living document in that it
will undergo change as situations and needs change. For
the long time ARES member, this new edition will update
and strengthen their knowledge base. For the NEW ARES
member or those wanting to know more about how we
function in Kentucky, this document is essential!
It is NOT AVAILABLE IN ANY FORMAT OTHER THAN ADOBE .PDF
AND PHOTOCOPY to preserve the integrity of the
information it contains. This is to avoid unauthorized
modifications which could take place in WORD or other
formats, The most current copy can always be verified
by going to the �Resource Library� page of the Kentucky
Amateur Radio Web site at
http://www.qsl.net/kd4pwl/library.html and opening the
copy found there. The REVISION DATE is ALWAYS FOUND ON
THE FRONT COVER PAGE. All future changes will be
announced on Kentucky Emergency Net sessions and via
e-mail to the KyHam Listserv upon completion and
readiness for download.
BY NO MEANS is this document intended to REPLACE any
ARES emergency planning documents at the district and
local levels. Rather, it is to provide a point of state
and section level information which local ARES plans
can use as a step from local to larger, multi area
incidents. IT IS SUGGESTED that the KERR be printed out
and kept in a binder with your local plans attached in
Appendix L to create a single plan for local, area and
state wide ARES response. I also suggest you look at
developing local Standard Operating Procedures "SOP�s"
( if you have not already done so) to support your
local emergency planning efforts. I will be glad to
consult with you should you wish it.
I wish to extend my personal thanks to Pat, KD4PWL and
Martin Hensley, KF4EBC for their hard work in helping
me put this revision in place. Many hours of their
time has gone into the review, formatting and updating
of this document.
The 2002 revision has many changes which we hope will
make this copy of the KERR all the more valuable to you
than ever before. The Table of Contents page will show
that many new items have been added to the Appendices
in the rear.

KERR editions (1997-2000) and especially any old copies
of the long out of date ARES Ky Emergency Response Plan
or "KERP" as it was called, which existed in the early
to mid 1990's. They were good in their day, but times
have changed and the KERR 2002 edition is the guidebook
for KY ARES in today's world.. If you do not have
