My county has 5 fire departments and they are having problems using their HT's while on a call trying to talk to dispatch.  I have suggested that they go with mobile repeaters in the fire engines to boost the reliability of their HT's while contacting dispatch.  Problem is that they do not want 2 radio system like the Kentucky State Police have in VHF HT's talking to the cruisers then the cruisers sending the information to dispatch.  They are wanting to be able to use their UHF HT's and go through the trucks and the trucks relay their traffic to dispatch.       Can UHF HT's be used with UHF mobile repeaters in the trucks (and command vehicles) instead of them having the VHF problem?  I also have discussed the option of them getting more repeaters situated in the 4 corners of the county and have a voter installed at dispatch to select the strongest signal to talk back to dispatch.

This should be used by the Chiefs, Ast.  Chiefs and the Incident commanders of a scene and not for just any fire fighter that might have their own HT. 
They want the best but cheapest option.
