Tom,
Check C-15. The .001/3kv blocking cap. If all readings for tune up are normal, then suspect this cap to be OPEN. Easiest way is to substitute it with a known good one. An open one will not allow RF to the antenna.

I'm working with a TS-520, (not the S version), and get zero output, in all modes.
Going through the manual, step by step, to tune it up into a dummy load I get all the proper meter indications as described. It will perform just as the book says but no output!
I've replaced the finals and looked for any burned parts or areas and nothing. It all looks good. I've followed the rf path from the coax connector all the way to the load cap and all is good. The path from the HV source is also good all the way to the plates.
I've deoxed the wafer switches, and the SG switch is in the proper position and works, I ohmed it.
I've checked and even cleaned the T/R relay contacts but no go. I've checked the value of fixed caps in the circuit but they are okay.
The only off value part is the 1 watt 10k ohm resistor feeding the 1n60 diode, it measures around 18k. But this may be due to other components skewing the reading.
I did find a great thread on QRZed but it was for a "S" version and what hints might apply, did not help.
Anyone have any ideas? I'm stuck!
