I think you are being overly cautious.

I bought a TL-922A from an estate sale that had been stored in an attic 
for 20+ years. I blew the dust out, plugged it in and turned it on. 
Worked perfectly.

What's the worst that can happen if you do this ? The power supply 
capacitors are bad ? They'll go pow, and probably take out the diode 
string. You're going to pay a "knowledgeable person" to find out the 
same thing, and then charge you labor to replace them.

If you want to be cautious, then borrow a Variac and ramp up the voltage 
slowly. I did that last year with an SB-220 that hadn't seen AC power in 
20+ years. No problem.
