[Kenwood] signal spec to adjust mic ALC meter in TS-940

hi all,wanting check the ALC meter , if I follow the service manual of TS-940, it says to use a signal 1,5 KHz, 5 mV for minimum ALC, then 10 mV for ALC full scale. But , maybe it is a stupid question, don't know if the spec is for peak volt or rms volt. There is a 1,41 factor, I think it's important. I could not find it in the manual. Any help truly appreciated.
