[Kenwood] TM-231 - not transmitting PL sub tones

The TM231A (US Model) has the subaudible tones built-in. The TSU-6 adds tone 
squelch. The TM231E (European model) has the 1750 hz burst tone built in 
instead of the sub-audible tone of the US model.
