[Kenwood] TS930 peak & average meter readings SSB vs. CW modes

On 40 meters when I key down in CW mode my TS930 meter reads about 120 watts output carrier.
When on SSB with speech processing being used, the meter reads about 60 to 70 watts output. 
When I view my forward power meter on my Heath Kit SA2060A roller inductor antenna tuner in SSB mode it registers about 100 watts average.  The antenna tuner meter is a peak reading meter.
 
Question: When viewing the TS930 meter in SSB mode, is the meter reading average power out or peak power out?  If the meter in SSB is an average meter reading on the TS930, then I suppose it is possible that the TS930 meter is not showing peaks because in that mode it is average reading?
