The PLL board in 9130s has a bunch of poorly-plated vias that, over 
time, open up. Some of these are even located under chips, making 
repair even more difficult. It's necessary to solder jumper wires 
from one side of the board to the other to fix this. You might be 
able to find which particular via opened up using a VOM but once one 
opens, then almost invariably, another will soon go, too, so it's 
best to do them all, as possible. The real problem is you almost 
never find them all. IIRC, several of the Icoms of that vintage also 
had that problem.
