[Kenwood] Windows 7 (32), TS-2000, serial cable, HRD 5.23

We discovered this issue with ASCOM Astronomy software.

We found that going into device manager, and doing some manipulation of 
RTS, and CTS settings cleared this up.

Your mileage may vary.  However it resolved our issues.
