[Kenwood] Problem with frequency display blanking on TS-940S

I've bought a used TS-940S, but immediately noticed a problem when I switched it
on. The frequency display would not display anything, but if the tuning knob was
rotated, so the frequency would be displayed. However, irrespective of whether
the tuning knob was rotated or not, this would not receive or transmit.
I see a TS-940S on eBay where the seller said it had this fault, and the fix was
easy - just an adjustment of a pot on a VCO I think. (Why he never fixed it is
strange). But this is at least two TS-940S's I've seen with this fault, so I'm
hoping it a common fault and easy to fix.
Does anyone know about this problem? Anyone know how to fix it?
