Hi Rob. Here's a link to an operators manual for the TS430. http://www.rigpix.com/kenwood/ts430s_manual.pdfYou are correct. It should have more power on 10m FM.
This may be basic but you do need to adjust the carrier level for full deflection on the ALC meter (do not go above full scale on the meter).Maybe some of this might help.
