[Kenwood] FM power

Hello to everybody,
This is my first post to the group. I'm proud owner of a second hand 
TS-430S Kenwood rig, that has give a lot of satisfaction to me.
Everything goes OK after repair TX and one triple potentiometer 
(squelches and noch), except the FM power output. I can only get 10W 
(29.000 MHz) and in any other mode there is near 100 W.
I have followed the service manual, but nothing to do.
If anybody could help, I'd be very much appreciated.
