I have just downloaded the manual and will peruse it asap.

However, what you are describing sounds correct: those are filament 
leads and SHOULD show a dead short from them to the tube socket 
pins.

The internal resistance of the filament wires in the transforner is VERY 
low, since the wires are 1) quite heavy (low resistance) and 2) there are 
very few turns of them.
