[Kenwood] TL-922A blowing one fuse...

On the transformer near the front of the amp I am reading a dead short from the 10.7V &  15 amp windings (heavy red and yellow wires) I lifted the red wire from the transformer and took a few readings on the Simpson 260, I noticed that 3 of the 5 pins on the tube sockets (empty) read a dead short to these wires??? Is this normal???

Now working on getting the filter caps out to test them...
