Hello, Dutch:

That doesn't sound correct to me.

First of all, I would disconnect all of the wiring that existed ahead of the 
transformer, from the transformer, leaving it open, THEN test the power cord 
and the connections up to the open connection.

The problem may not be in the transformer at all.

It almost sounds to me as though there is a short, or an "almost-a-short" to 
ground or to the transformer's case at the transformer input, or ahead of it, or 
within the wiring up to the transformer. 

There may be a carbon-path close-by too.

What we need to do is to attempt to isolate the problem. In order to do that 
we have to elminate one possibility at a time. 

So, make sure that the wiring, switches, cables, etc., are not part of the 
problem, THEN carefully examine the transformer.

Perhaps one of the primary leads is shorted to something while the other(s) 
are not.

It is rather odd that the left fuse blows consistently, but not the right one. This 
fact, by itself, points (IMHO) to something OTHER THAN the transformer.

I think, if it were me, AFTER I had disconnected the transformer and 
thoroughly tested all of the wiring AHEAD OF the transformer, if the problem 
did NOT occur, I would then remove the transformer, take off the end-bells, 
and test the transformer out of the amp by itself....carefully.
