[Kenwood] Still having problems with a TL-922A blowing one fuse...

To start with I want to thank all the emails with a lot of great ideas and after checking all the suggestions I still have the same problem, looking at the rear of the amp the fuse on the far left side blows the second you turn the amp on, the resistance from hot to hot at the power plug is less than 1 ohm??? Is this the right resistance ????

Any help will be appreciated...
