[Kenwood] T-599 Drive Question

I've got a project T-599 transmitter (just the plain 599, not an "A" , "S" or "D" model) that has a drive problem (and possible others related issues). 



The only band I can get the DRIVE control to register a reading on the panel meter (set to read ALC) in TUNE mode is at the low end of 40 meters (7-7.100 Mhz). 



At ONLY that low end of 40 meters, I can tune-up the rig and get a good "dip" in the plate current resulting in a solid 100 watts into a dummy load. 



All of the other bands are essentially dead. No ALC reading. No output either. 



I cleaned the bandswitch and found nothing obviously out-of-place, broken, burined, etc. both topside and bottomside of the chassis. 



Idle plate current is adjustable and steady at 60ma. HV is ~850vdc on the panel meter. 



I could really use some ideas here as to what might be going on. Any help or suggestions greatly appreciated.
