[Kenwood] TS 180s Transmit problem

I have a TS 180s that seems to have a transmit problem. When I put the
send receive switch to the send position I get a square wave modulated
carrier with the mode switch is set to CW. When I Key the transmitter
with the Key I am only getting about 100mw of out put until it un-keys
then it jumps to full out put for a brief second. To add a little more
mystery to the problem when I first turn on the radio every thing seems
to be working correctly until I use it for a couple of minutes. I am
thinking that it is a bad capacitor but I am getting a little
frustrated. Can somebody  point me in the right direction.
