[Kenwood] TS-830S Power Transformer Voltages ???

This one of those moments that something I should know from experience just escapes me. 

I'm finding that getting older has it's disadvantages sometimes. 



My question is in regards to the "no-load" secondary winding voltages on the power transformer of my TS-830S transceiver. 

>From studying the schematic, it is LABELED that  it has a 800/400/0 winding and a 300/210/100/0 winding for the high/medium voltage supplies to the rectifier board. 



QUESTION: With these wires completely disconnected from the rectifier board, what "actual" voltages should I expect to see when measuring each winding tap with a suitable voltmeter? 



In some quick voltage checks with my Fluke DMM (and with a Simpson 260) I not reading anywhere close to the voltages indicated on the schematic drawing LABELS . 

At each winding tap, no-load voltages aren't even half of what's indicated on the schematic and rectifier board markings. 



Perhaps these schematic & rectifier board LABEL MARKINGS are not intended to indicate actual no-load secondary voltages but are just reference points for the wires? 



Here's hoping one of you will be willing to end my confusion with some advice. It's most likely a simple concept but for now, it doesn't make sense.
