[Kenwood] TS-430 PLL Problem... SOLVED!

Joe, Ed:

You guys are spot on. The PLL output was going to the rail trying to 
tune the VCO to a place that it wouldn't oscillate (due to L10 being out 
of the ballpark) which caused the PLL to unlock.

I tweaked L10 per the alignment procedure and now everything is 
tracking. She's up and running again!
