I could be mistaken, but I think a transmitter used in certain services,
such as citizen's band, must not only meet the requirements, but also be
Type Accepted by the FCC.  So, I couldn't use my Johnson Ranger to operate
on 11 meters even if it were set for all the proper criteria.

Any radio can be used for any service you are licensed for, as long  as 
it meets the requirements for power, spurious emissions, etc. for that 
service.
