The FCC requires equipment used on certain services to be Type Accepted. 
Actually, I think there's a newer term with the same meaning. If marine 
radios have to be type accepted an amateur radio which does not have that 
certification is not legal. Amateur radios are not subject to any type 
acceptance on our ham bands. Thus we can tinker, build, etc. I'm sure 
there'll be a few more comments on this as modding ham radios is one of 
those common things you see that may not always be legal.
