[Kenwood] Help with TS 850. Will not turn on

Kenwood TS 850

Serial Number 20 million

Will not turn on.

Items already checked.

Fuses OK

13.8 volts on the red lead to the switch.

13.8 on the white cable on the switch when the on/off is pushed in.
