[Kenwood] Kenwood TS 520 S Meter

A friend just purchased a used Kenwood TS 520 which receives fine and 
Transmission appears to be operable except S Meter is not working.  Does not 
work in receive for S reading or in transmit for Plate  and Grid  Current.

Checked and adjusted RF Voltage on side of radio to no avail. Before  he 
gets a new meter, has anyone run across this before?   If so I will let him 
know, in case the meter is not actually at fault .
