[Kenwood] TS530S problem

I have a friend who picked up a Kenwood TS530 a little
while ago as a fixer up.  The main problem seems to be
when the rig it put in TUNE mode, the IC (current)
meter pegs all the way to the right.  Given this
state, tuning is not possible.  Receive on the radio
works fine.  Any ideas as to what is going on in
transmit?
