[Kenwood] No Vox HELP!

Kenwood TS-950. I have no VOX or cw keying "TX"
If I select VOX the radio locks down in transmit.
With Vox off if I select CW mode the CW paddles will not key the rig.
The paddles or wiring is not the problem.
All the Keyer functions in the radio work, I have a side tone and the keyer
speed works fine.
What do think is bad? The Vox unit? X59-1080-01
If so where is it located in the chassis?
Any suggestions
