[Kenwood] TS 930S/AT930 problem

I have a 930S with AT-930 that I bought at an estate sale recently. The rig 
itself works fine but not the tuner. It does not tune to a low SWR on most 
bands when tuning into a CANTENNA! I took the cover off and hit the send 
button and only one of the tuning caps ever turned! I tried several bands 
and still the same! Am I doing something wrong?
