[Kenwood] tm-d700a crossband repeater problem

Hello,

I'm having issues with getting the crossband repeater function working properly.  

My issue is this:

I have to wait for the repeater to drop it's carrier completely before I can transmit from my 440mhz handheld through the 700a.  I am using ctcss and the repeater I'm using is setup to stop transmitting pl when the carrier coming into it drops.  

any suggestions would be greatly appreciated.
