[Kenwood] TS850 freq. Transmit changes for marine use

What's interesting is that a licensed Ham can legally modify an FCC 
type-accepted radio so that it no longer complies with the type-acceptance, 
and can then legally use that radio on Ham bands according to their license. 
FCC regulations allow/encourage Hams to experiement, build and/or modify 
their own equipment.

Most other services, including Marine, do not have have that leeway, as I 
understand it, and those services require use of type-accepted equipment. 
So the Ham with the modified radio, and with a suitable Marine license, 
could not legally operate that radio in Marine service, but could in the 
Amateur Radio service.

What all this really shows is that Hams are given special treatment 
(justifiably, in my opinion).

As an example, I have a Kenwood TS-2000 that unmodified, can receive but not 
transmit on any of the 5 60 meter channels. The US 60 meter band did not 
exist when this radio was designed and built.   I did the TX expansion mod 
(removed a soldered-in jumper) and it will now transmit 1.705 - 30 MHz.  So 
I am now on 60 meters.  I have no intention of transmitting illegally out of 
band anywhere, nor would I consider using it for other services.
