"When I attempt to tune up on 20 meters the screen blanks out and the HELLO
message appears."

I have had this happen due to a number of reasons.  I would suspect first,
excessive RF coming back down the shielf of your co-ax and overloading the
electronics in the radio causing it to reset.  Other problems I have had
were due to too small, current wise or too weak (damaged) power supplies and
most excitingly, 120,000+ volts generated by blowing dust striking the
antenna and causing all sorts of problems the least of them being constant
radio CPU resets.  When things reset, do you notice if your power supply
flickers?  I would check that first, then the feedline and antenna.  Be
certain your installation has a proper ground.
