[Kenwood] PS-30

Sounds like the power switch is bypassed and jumpered
in the "on" position internally, or the power switch
is bad.   

Sounds like an easy fix, UNPLUG THE POWER SUPPLY from
120 volts, remove the cover to check the switch with
your ohmmeter with the wires disconnected to the
switch.  Flip the switch on and off to see if your
ohmmeter shows it working.
