[Kenwood] Kenwood TM-255A

Hello to the group. I am new to this group and have a question. A friend of mine just purchased a Kenwood TM-255A all mode  2 meter radio. Does anyone in the group have one of thes nice radios? If so we have a question. The radio puts out the full 40 watts on FM but only puts out 12 watts PEP on SSB. Is this normal for this radio or is there a problem? The specs on this radio say the power output should be 5 watts low and 40 watts high power. It doesn't say weather SSB has less power than FM. Thank you all for any advice you may be able to give.
