Just to confirm that Illinois repeaters use a +5 MHz offset.

And the channel steps will be 25 kHz, unless they've started slipping in 
some 12.5 kHz machines.

You will find some (many?) repeaters listed in the directories, but not on 
the air.  That's a phenomenon called "paper repeaters" - repeaters 
coordinated but either never put on the air, or taken off for some reason 
and never reactivated. Owners rarely tell coordinators that their repeater 
is off for good (they probably hope to put it back on some day, but some 
day never comes).  Coordinators have a hard time getting these purged from 
the records.
