I'm not sure about Illinois, but the "standard" offset for 440 is 5MHz
(600KHz is standard for 144).  Here in So. Cal, the offset is "down (-)" 5.
Most other areas use "up (+)" 5.  Try setting your radios to 5MHz offset
rather than 600KHz.
