The pi network can provide resonance of the final. It does not replace an
antenna tuner. You can, in many cases, find a dip at the frequency of
interest, and still have poor transfer of power to the antenna due to
high reactive elements of the feed line, antenna cut to the wrong
frequency, antenna failure, antenna reactive components, etc. Because you
get a "dip" does not guarantee you'll get maximum transfer of power to
the antenna. "don't sweat the SWR if you get a dip" is false security.
