I had the same deal when I got my first TS-520 for a steal at a hamfest. I couls not tune it. I was very new to those tube rigs and had not a clue on how to tune it and the manual was not much help. I posted the question about tuning to another yahoo group and a great ham who has a good way of explaning things wrote me these instructions. They worked great for me and the TS-50 is now one of my greatest radios. The insstructions are as follows.

Be sure that the transverter switch at the radio back is OFF.
Be sure that the SG switch is ON.
Be sure that the receive antenna switch on the rear panel is set for NORMAL.
Be sure that the heater switch is ON. (this will be on the front)

Set the meter to the IP Position. Set the mode switch to USB or LSB. Turn the
mike gain all the way down. Key the radio and see what the meter reads. It
should read 60 ma on the MA scale in the IP position. If not , find the Bias
adjustment on the back and set it so the reading is 60 Ma. Un key the radio.

Place the mode switch on Tune.
Turn the carrier control fully up
Place the meter switch on ALC
Key the radio and peak the drive control for highest meter reading.
Un key radio.
Mode switch still in Tune.
Place meter in the RF position or look at an external watt meter.
Key the radio and peak the plate and load control for maximum meter reading.

At this point you should see some output when keyed.

Place the mode switch in CW.
Place the meter switch in ALC
Key the radio and again peak the drive control for maximum with the meter in ALC
then unkey the radio.
Place the meter switch in RF or look at an external watt meter.
Still in CW key the radio. Quickly peak the plate and load control for maximum
on the meter in the RF position or on the external watt meter. Do not stay
keyed for more than 15 seconds at a time.

You should now have output on CW.
You will have no output on SSB until you turn the mike gain up and speak into
the mike. Then you will get output only on voice peaks.

Let us know what happens when you do this.
