If the knob is stiff, then it's not moving off its setting, then the 
problem lies elsewhere.

If you key the transmitter and the power is x watts  but then starts 
going down from it's initial power output, then if you stop sending and 
wait a bit and try it again and don't change any settings. If the power 
goes back up and then starts decreasing it's a sign that the output 
tubes are worn out and are loosing cathode emission.
