I can't address the TMV-708A, but I've owned a TMD-700A for about 4 
years  now (and paid way above current prices for it, but it was the 
going rate then) and it has been worth it to me.

If you are interested in mobile APRS, then the TMD-700 is _THE_ way to 
go.   I use mine daily as a standalone unit as well as with a laptop for 
Public Service and ARES events. It's also been a very fine dual band 
radio for non-APRS use. In this situation, then yes it is worth the money.

If you are not interested in APRS, then you'd probably be wasting your 
money on the D-700.
