That argument sounds like a ham friend of mine who took him to court
because he felt the radiation of his 5 ele monobander was giving his
daughter headaches while she slept in her bedroom. He also claimed
to the judge his daughter may get brain cancer due to this radiation.
The judge ruled in favor of my ham friend. So there will always be
neighbors like this and the judge did not legislate this out of existance.

You cannot compare the case of TV 50 years ago with the BPL of today.
It is like comparing apples to oranges. Hams back then took steps to
prevent radiation to their neighbors televisions. I dont see the power
companies doing anything to prevent interference to the ham radio
stations. In fact they totally disregard the ham operators. Also if
Mr. and Mrs. Jones next door to you has BPL and your transmitter
is causing interference to them, what are you going to do Paul?
Turn your beam to a direction away from the power lines? Cut your
power down and risk not making a dx contact? Or will you call
Mr. and Mrs. Jones and explain to them that you are operating
your station in full compliance with the FCC Rules and explain
to them the disadvantages of BPL? Or maybe you will shut
your station down so as not to cause interference to the Jones's
and go watch reality shows with your loved one?

BULLY TACTICS! Who? The Ham Operator? You must mean the
power companies. The power companies are the ones playing Bully
and throwing their corporate weight around.
