[Kenwood] Kenwood TS-850 strange intermittant

Almost for sure its the PLL out of lock, it inhibits the transmitter, 
blanks the display, recall that it somehow has something to do with the CIO 
frequency as part of the IF Shift compensation .. no CIO  no product 
detection .. hence no audio.

A decent scope should track this down to the board.
