I also encountered the lockup condition with the word "on" displayed. 
It's happened only twice in ten years, possibly due to intermittent 
contacts in the remote head cable assembly.  Here is how I cleared 
the condition successfully:

You will need to open the radio and disconnect backup power from the 
radio's memory for a while. Don't mess with the battery. Just 
disconnect the ribbon cable from the panel at the upper ckt board. 
This requires lifting gently on the white plastic tabs at the ends of 
the connector on the upper board. This will release pressure on the 
ribbon cable, which then can be pulled gently up and out of the 
connector.  Pulling the ribbon out isolates the memory in the front 
panel from the lithium battery in the upper circuit board. I left it 
disconnected overnight to be sure the memory was completely 
initialized. When the ribbon was restored, and the radio powered up, 
it came back to life.

Use your judgement in trying this.  If it seems risky to you, it 
probably is.  I've had good luck with the process.
