Intentionally creating interference?

Isn't one of the basic tenets for amateur Radio operation to operate
with the lowest power required for communication given the operating
conditions at that time?

One of the best things we can in defense of the HF spectrum (ham,
military, commercial, etc.) 
is to operate our amateur HF transmitters at full legal power in the
vicinity of active BPL
systems.  BPL uses adaptive signaling that changes data rate to
accommodate changes in the
line quality, something like a V.92 modem that adjusts its data rate as
phone line noise
levels change.  And we'll still be legal, IMHO.

Carey, filtering out broadband signals like BPL can be done with DSP,
but it's not a cheap date.
